Multifamily housing community breaks ground in August 2025
Watertown, WI – Horizon Construction Group, Inc. broke ground earlier this month on Lumin Terrace located at 701-711 Johnson Street in Watertown. Developed by Horizon Development Group, Inc., Lumin Terrace is a 92-unit multifamily housing community within the Rock River Ridge subdivision on the City’s south side. Lumin Terrace is 9.3 acres in size and situated east of Johnson Street and west of Hoffman Road and will feature (4) two-story buildings upon completion. The housing community will feature spacious one-, two- and three-bedroom apartment homes rented at market rate. Apartments will have private entrances, open living space, fully equipped kitchen, washer and dryer, and spacious closets. Residents will enjoy common site amenities that include ample surface parking, a fenced dog run, expansive pergola and green space, outdoor grilling station, and a walking/biking trail looped within the neighborhood.
Lumin Terrace and the Rock River Ridge community is anchored by several neighborhood amenities, including:
- The Collective, which is a 55,000 square foot community building with fitness, childcare services, and co-working spaces located steps from the property.
- A brand new, 77,000 square foot YMCA located directly north of Lumin Terrace with capacity for 8,000 members and opening in November 2025.
- A future city park planned on a 3-acre parcel immediately to the south.
- Less than 1 mile to grocery stores, downtown, and other points of interest.
Lumin Terrace is part of a plan to develop the Rock River Ridge community offering a diverse, mixed density neighborhood for all. The project aims to bring much-needed housing to the City of Watertown and expands opportunities for those who work in the community to live there as well. Completion is scheduled for mid-2026.
Development and financing partners on the project include Greater Watertown Community Health Foundation and Endeavour Corporation (developers of Rock River Ridge), the City of Watertown (tax increment assistance), Associated Bank and Thrive Economic Development (project financing).
