Scott Kwiecinski leads the pursuit and advancement of housing development opportunities that align with Horizon’s experience and strategic priorities. He works closely with municipalities, development partners, and investors to guide projects from initial feasibility and site evaluation through financing, construction, and transition to property management. Since joining Horizon in 2003, Scott has worked on new construction, rehabilitation, and redevelopment initiatives involving LIHTC, HUD, Rental Assistance Demonstration (RAD) conversions, and other layered affordable housing programs. As a shareholder, he helps ensure projects advance in alignment with Horizon’s core values while creating meaningful housing opportunities for the communities Horizon serves. Scott holds a Bachelor of Business Administration in Finance and a Master of Business Administration in Real Estate and Urban Land Economics from the University of Wisconsin-Madison, and is a licensed real estate broker.
