(August 12, 2026) – Horizon Develop Build Manage celebrated the grand opening of Lumin Terrace, a market-rate multifamily community located within the growing Rock River Ridge neighborhood in Watertown. Developed by Horizon Development Group, constructed by Horizon Construction Group, and professionally managed by Horizon Management Services, the new community reflects Horizon’s commitment to creating high-quality housing opportunities throughout Wisconsin.
Situated on 9.3 acres within the 100+ acre Rock River Ridge redevelopment, Lumin Terrace features 92 apartment homes across four residential buildings, offering a mix of one-, two-, and three-bedroom floor plans designed to meet the needs of today’s renters. The approximately $17.9 million development is an important component of the broader neighborhood vision, which will bring a variety of housing options and nearly 188 new households to the area.

The development was created as part of the larger Rock River Ridge vision to establish a walkable, connected neighborhood that offers a range of housing choices for current and future residents.
